Port Operational Requirements
For vessel traffic safety and commercial aspect. Task is to monitor and advise the commercial vessel traffic in order to increase the efficiency of a port, taking the safety aspect into consideration. The surveillance area normally has strict sailing rules to achieve traffic separation and other requirements and limitations. Smaller targets such as pleasure craft and windsurfers usually "take care of themselves".

Detection and tracking in these areas is therefore concentrated on commercial vessels, which generally have a size not difficult to be detected by a radar. Problems in these areas may be congested traffic, which may lead to target swapping with loss of identification, ghost echoes leading to tracking of false targets, lost targets due to shadowing of larger targets, or blind sectors, etc.

Typical Port Objectives
These objectives can be categorised into a set of basic requirements like the following and are solved by the VisSim solutions:

  • Collection and recording of pre-arrival and pre-departure information
  • The acquisition of targets and continuous tracking of vessels in the surveillance area
  • Detection, supervision and control of incoming and outgoing traffic
  • Monitoring vessel movement and the co-ordination of traffic movement
  • Co-ordination of Search and Rescue activities and all subsidiary services
  • Provision of information to vessels to safely and expeditiously enable navigation
  • Storage of vessels’ information for statistical analysis
  • Provision of evidence in case of an accident or incident

Port Solutions
The system configuration may differ for different customers.

Sensor Sites
The location of the sensors, like radars, CCTV cameras, etc shall be selected carefully in order to obtain maximum performance of the system. The equipment on the sensor site consists of the parts installed outdoors, like radar head, CCTV cameras, VHF antennas, etc and equipment installed indoors in the equipment rack. The communication between sensor site and the control centre is based on standard TCP/IP network which can be established using direct LAN connection, using MW links, ADSL lines, etc.

VTS Operator Console
The VTS Operator Console is a main tool of the operator. The console consists of the Traffic Display showing detected vessels on the electronic chart, voice communication set and the CCTV screen. The contents of the operator console as well as number of the consoles can vary depending on the requirements.

VTMS Server
The VTMS server is the systems "brain". It can be installed as master/slave configuration for redundancy. The server is hosting the number of VTMS software applications which are following installed system structure.

Port System Components
VTMS - Vessel Traffic Managment System
VisSim’s Port Surveillance system is based on VisSim VTMS3000. The heart of the system is the same, but it is adapted to special port operational requirement

Radars
The primary sensor for target detection and tracking is the radar with VisSim ETS3000 Extractor & Tracker. The radar shall be selected carefully following the needs of the port and taking into consideration the main area of responsibility, including fairways and anchorages. The radar parameters affecting the resolution shall be calculated based on the density of traffic, capacity of the anchorage and size of the fairway. One of the challenges in port surveillance is handling of the reflections from the port constructions. The range of special tools was developed by VisSim in order to minimize the effects of the reflections in the complicated port environment.

Meteorology and Hydrology
The installation may use one or more sensors as shown depending on the requirement.

AIS
AIS is used to identify targets. This eases the operations as the VTS operator does not have to call up the vessel and enter name manually. AIS target data are integrated with radar data by the Multi-Sensor Tracker. If the base station is available in the port it can be used to further improve navigational safety by using AIS Virtual Aids To Navigation, Automatic and Manual Safety Related Messages, broadcasts messages, etc.

VHF
VHF is an essential tool for port operation. The chain of remote VHF3000 base stations can be used to increase port VHF coverage using the network communication.

CCTV
A long range CCTV camera helps in identifying targets. CCTV is also useful for monitoring anchorages, cargo operations and other operations inside the port.

Oil Spill Detection
In certain cases the ports are suffering from the oil spill pollutions, when, e.g. ships are cleaning their tanks outside the port, etc. In this cases the automatic oil spill detection system together with the radar tracking can give operator information of where the oil spill has come from and which vessels were in the area around the time of accident.

Port Information Management System
A Port Information Management System is a database tool. It stores the information concerning a ship visit, e.g. movements, pilots, berths, incidents, cargoes, Port services and facilities used etc.
